OAKLAND, Calif. (KCBS) - A new study by an East Bay charity concludes that there are in fact ways to find jobs for the people that are considered the most 'unemployable.'
The 70-page report by the East Bay Community Foundation concerns people who don't speak conversational English, are not eligible for foster care or have just been released from prison.
According to the foundation, employers are willing to hire people like that, but they need training and lessons in basic job skills, first.

The foundation recommends a public-private partnership to help jump-start hiring of the 'unemployable.'
The report concentrated on Oakland and Richmond, where unemployment rates were particularly high.
